Davids Island: Residential Community Master Plan
New Rochelle, New York
The City of New Rochelle, New York selected Stark Development and Bechtel to assess the feasibility of developing Davids Island, a 120-acre island located in the Long Island Sound approximately 45 minutes from mid-town Manhatten. After nearly a century of use by the U.S. military, the island was turned over to the City who then sought competitive ideas for its highest and best use. The Bechtel team, including market consultants Economics Research Associates, developed a scheme for the redevelopment of the property to accommodate 1,500 luxury condominium residences as well as ample recreational amenities and limited retail and office facilities. The estimated capital costs for the development program on the island, access to it and mainland improvements were approximately $620 million.
A range of services was provided for the project including:
Site Evaluation
- Assessment of mainland site vicinity characteristics: land use, traffic and circulation, and utilities. Existing conditions on the Island were reviewed including existing development, high water and 100-year flood conditions, utility easements, climate and view and vistas.
Market Evaluation (Performed by ERA)
- Evaluation of regional housing demand; evaluation of site in terms of potential market appeal, estimate of range of capture rates.
- Recommendations as to the type and number of residential units and amenities, pricing and phasing.
Development Concept
- Development and evaluation of alternative site layouts.
